About E16/17. This is called Cabinet Division Housing Scheme and in the early days we invested heavily in this project. At that time, these “files” were very cheap, around 4 lac for a kanal. Many investors then got involved in this and pushed the prices up as high as 18 lacs and the management structure of the society changed and they included E17 as part of E16. At that time, we all decided that we didn’t like the direction that the new management was going in and decided to sell all of our plots.
The price now for a kanal is around 8 lacs and many people are very worried because they bought them at much higher prices. They keep on issuing new plots and adding to the scheme but the good news is that Habib Rafique are doing the development work there so hopefully it will eventually get done.
D17, which is where the Decent Homes project is, has already been completed. It is next to E16 but already there are many houses and commercial plazas there with shops and families have moved there already. It would definitely be a good purchase for you as it will soon be connected via the Margalla Road extension that the CDA is working on.
I found a section in the Islamabad location maps option which describes D17 really well.
The Islamabad Decent homes project is located at Sector D17 - Margalla View Housing Society - Zone 2 - Islamabad - where houses are available for sale now. D17 Margalla View is one of the oldest approved societies in Islamabad and has received all the necessary permissions from the CDA as can be seen on the CDA website. D17 is in a great location along the main GT road and has it's own scenic beauty. Sandymar Dam is located in one corner of D17 providing for the water needs of current and future residents as well as being a great spot to take a walk along the shores of the lake. All development work in this sector has been completed and gas and electricity has been connected. There are several brand new plaza's there where shops have opened and continue to open to cater to the needs of the residents. Many families have already taken up residence at new apartments and houses built there. All aspects of this scheme comply with the requirements of the CDA, who will take over this sector once the majority of the residents have taken possession of their plots and houses. The Islamabad DECENT HOMES project has been under development here for over 2 years and finally the Model House is complete and open for viewing.

Atiq, I don't have anything in Cabinet Division anymore as I think it will take a LONG time before it is ready to start construction of a house and there are other reasons aswell. I doubt if it will be complete in 3-4 years. Airport: I visited the site of the airport recently and am please to report that they appear to have completed 2 of the runways and tthe work is going well. This will InshAllah be completed at the end of 2010 which will cause an upsurge in prices of property in Zone 2. The BEST priced investment for a house in Islamabad right now is the Decent Homes one in D17 and heres why. Construction cost these days is around Rs1500 per square foot. The Decent Homes 30x70 unit is approx 3000 sq ft therefore the construction cost alone is 3000 x 1500 which is 45 lac rupees. The plot is around 20 lacs (including transfer charges, gate fees etc.) so the total COST is 65 lac. There is one available for 68 lac !!!! NO COMMISSION which is usually 2% and you get a ready built house NOW in an area that will increase in value as the AIrport gets completed, the Margalla Extension gets completed and more people move in.
It's 5 STARs as an investment and really is a beautiful House aswell and you can buy it almost AT COST PRICE.

Atiq, you should buy a plot in D17 if you can find one for sale. If you are lucky you may find a 30x70 plot for around the 17-20 lac range and a 50x90 plot you could pick up for less than 30 lac.
